Notes for Patrick Warren BARNUM


Patrick Barnum was educated in the public schools of Lake Oswego, Oregon, studied Civil Engineering at Oregon State University and received a BS degree in Engineering Geology from Portland State University and a BA degree in International Relations (cum laude) from the Universidad de las Américas in Cholula, Puebla, México. After five years as a quality control chemist and ten years as a municipal planner in his native state of Oregon, he worked for several years as an engineering management consultant in various Latin American countries, including Mexico, Guatemala, Colombia and the Dominican Republic. He speaks English, Spanish, German and Japanese. From 1985 he was with the Treasury Department, US Customs Service. While with that agency, he was stationed in Los Angeles, Long Beach, Washington, DC and Laredo, Texas. He also served 3 years active duty with the US Navy and 27 years with the Army Reserve. During his years of public service Patrick took advantage of liberal government educational support to complete an MA in International Relations.

He ended his government career while serving as Assistant Director of Field Operations at the Laredo (Texas) Field Office for Customs and Border Protection, the largest federal law enforcement organization in the United States. While serving as ssistant Director of Field Operations, Patrick assisted in providing oversight and guidance to the operation of eight ports of entry across Texas. He helped lead a workforce of more than 2,600 employees, all charged with the mission of protecting, defending, and enforcing America’s borders. During the final year of his government service he was responsible for overseeing the processing of more than 2.7 million commercial trucks, 18.9 million privately-owned vehicles, and 50.5 million passengers and pedestrians. He also helped create partnerships with the private sector and with other federal, state, and local law enforcement agencies, including the Government of Mexico.. He retired from government service in 2003 and moved to Zapopan, Jalisco, México in 2004, where he constructed his retirement home. He obtained dual citizenship through naturalization as a Mexican citizen in 2008.
